Wallet reputation is a quality signal Buzz applies to participating wallets: fresh or suspicious wallets earn reduced rewards, while established wallets can earn full or boosted rates. It is one layer of the integrity model alongside bot filtering, VPN de-weighting, IP and device caps, and anomaly review.
Weighting rather than blocking is the design choice. A new wallet is not excluded, it simply earns at a reduced rate until it has history, which keeps genuine newcomers able to participate.
Because reputation accrues to the wallet, spinning up fresh addresses to multiply earnings works against the operator: every new address starts at the reduced rate. That is the same economic defence that anti-Sybil design relies on generally.
Reputation is also portable across campaigns rather than reset each time. A wallet that has participated genuinely carries that history forward, which rewards sustained participation over a single campaign.
